The International Olympic Committee and the United Nations High Commissioner for Refugees jointly selected 10 athletes to form the inaugural Refugee Olympic Team (ROT) to take part in the opening and closing ceremonies and related competitions of the 2016 Rio Olympics, which attracted great attention from global media. Based on the academic perspective of global governance of refugees, this paper explores the formative motivations, formative processes and competition practices of the Refugee Olympic Team, and analyzes the combined impact of the refugee team on the refugee athletes, refugee groups, refugee communities, and global governance of refugees.
